The Program Control Analyst performs a variety ofresource and acquisition management duties in support of Agency Program,Office, Directorate, and Staff components. Program Control Analysts focusspecifically on the resource planning, analysis and execution of large spacesystem development, acquisition, and operation programs and need tointeract with a multidisciplinary technical workforce and developmentcontractor in the accomplishment of their duties. The Program Control Analystis responsible for major system acquisition orientated tasks, while theResource Analyst is not. The nature of Program Control Analyst work variesfrom assisting in complex analyses at the project and program level; toindependently performing more complex analyses using multiple analyticaltechniques and interaction with senior management at the Program Office andDirectorate level; to cross program analysis at the Program Office throughStaff levels with executive management and external oversight interactioninvolving acquisition strategies, financial controls and strategic direction.Tasks may include:Prepare, monitor, and update program requirements and spend plansMaintain budget tracks at the program and project levelSupport the formulation and review of budget estimates and requirements fornew and existing initiativesCollect resource information and compare it with historical data to develop orupdate current and future component or group resource requirementsAnalyze program performance and progress and make recommendations regardingwhether planned resources are sufficient to accomplish assigned goals andobjectives; propose resource adjustments as requiredAssist with budget exercises and the formulation and development of theIntelligence Program Budget Submission (IPBS), Congressional BudgetJustification Book (CBJB), and Congressional Justification Book(CJB) text, tables, and resource exhibit submissionsInterface/update/maintain Agency financial management systems such asAgency Execution Tool (NEXT), NEAR, NFIS, FIT, FIRsT, EpXStudio, and other Agency financial management toolsIdentify data sources to use for analytic studies on proposed or ongoingdirectorate programs and activitiesCollaborate within the program office to ensure the integrity of program datais used for data analysesUse and maintain corporate resource information repositories, databases,decision support tools, strategies, processes, procedures and reports toensure accurate financial reporting and management oversight in support ofprogram initiativesAssist in building Budget Line Items (BLIs) using appropriate BLI tools orBusiness, Plans and Operations (BPO) forms in compliance with Agencypolicies on Contract Line Item Numbers (CLIN), Appropriations,Expenditure Types (ETs) and Budget Object Codes (BOCs)Monitor the commitment, obligation and expenditure of funds throughout thelife cycle of the appropriation and ensure compliance with ET/BOC policiesand administrative ceilingsAssist i
