The Resource Analyst performs a variety of resourcemanagement duties in support of Agency Program, Office, Directorate andStaff components. The Resource Analyst assists management with a full range ofbudget and resource management duties on wide variety programs not involvinglarge scale acquisition developments and operations. The nature of ResourceAnalyst work varies from report generation, document preparation, trendand program analyses at the Program and Office level requiring moderatelycomplex interpretation of data; resource guidance, briefing generation,and complex analyses at Program, Office and Directorate levels highlightingprogram risk factors to senior manager; to cross program analysis andcoordination on very complex tasks which demand a high degree of autonomy andlatitude for Directorate and Agency executive.Tasks may include:Make recommendations regarding program baseline and program spend plans at theDirectorate and AGNECY level. Conduct cross program analyses at the ProgramOffice through Staff levels to determine impacts of program performance andprogress against plans, determine resources necessary to accomplish assignedgoals and objectives; identify resource trade-offs within and amongcompeting programs and provide executive managers with resource alternativesMake recommendations regarding Directorate and/or AGNECY wide budget tracksat directorate, project, sub-project, and MSA levelsMake recommendations regarding completeness of budget estimates andrequirements for new and existing initiatives across Directorates; makerecommendations which will allow Government personnel to assess fundingimpacts on existing program budgets and schedules and to recommend resourcesolutions to executive management within Directorate and AGNECY budgetconstraintsMake recommendations regarding cross program analyses on program performanceand progress for accuracy; proposes Directorate or AGNECY wide sources forresource adjustments as requiredMake recommendations regarding final reviews of Directorate and AGNECY levelsubmissions for budget exercises and the IPBS, CBJB, and CJB. Conductcross program analyses and resolves cross program, Directorate and AGNECYdiscrepancies prior to submission for executive management reviewMake recommendations regarding Directorate and AGNECY level data in theNEXT, AGNECY FIRsT, NEAR, NFIS, FIT, EpX Studio, IRIS, and SNaPsystems for accuracy and completeness. Reconcile FIRST to ensure validdata/status at the Directorate level and, if necessary, take action toreconcile requirements to budgetMake recommendations regarding operating guidance, which incorporates allCongressional marks and management decisions across Directorate and AGNECYprogramsIdentify and follow key Legislative and Executive Branch actions affectingAGNECY programs and resources, assess the intent and impact of legislativelanguage and ensure actions are reflected and incorporated into budgetdocumentationUse new or creative analyses techniques
