Once UCARcampuses enter the green phase, this position will require to relocate toBoulder, CO.Where You Will Work:Located in Boulder, Colorado, University Corporation for AtmosphericResearch (UCAR) manages the National Center for Atmospheric Research(NCAR) and various UCAR Cooperative Programs (UCP) - all in service ofadvancing knowledge, providing community-based resources, and buildinghuman capacity in atmospheric and related sciences.Our MissionThe COSMIC Program provides innovative and cost-effective remote sensingobservations, data products, and data utilization support, focusingprimarily on Global Navigation Satellite Systems (GNSS), to benefitscientific research, research to operations, operations, and educationand training in the atmospheric and related sciences.Our ProgramThe UCAR COSMIC Program has been a leader in the retrieval and scientificapplication of GNSS, e.g. GPS, data since UCAR led the GPS/MET GPS radiooccultation (RO) mission in the mid 1990s. It contributed to the design,management, and operation of the Constellation Observing System forMeteorology Ionosphere and Climate / FORMOSAT-3 () mission since 2006.The mission is still providing high-quality RO profiles that are having asignificant positive impact on weather and space weather forecasting andresearch. The success of COSMIC has prompted U.S. agencies (led by NOAA)and Taiwan's National Space Organization to execute a COSMIC follow-onoperational mission called COSMIC-2/FORMOSAT-7 () that places sixsatellites with next generation GNSS RO payloads into low Earth orbit.What You Will Do:Provides leadership and oversight of the COSMIC program, including settingprogrammatic and scientific priorities and strategies for new businessdevelopments, managing program budget, leading a diverse research team,and developing and maintaining relationships with sponsors, collaborators,the scientific and university community, and other stakeholders.Responsibilities:Leads the COSMIC program, including setting priorities and strategies inconsultation with UCP Director and sponsors. With input of seniorleadership, provides leadership and vision in program development,identification of program needs, long range and short-term goals, proposaland budget development. Ensures program is responsive to needs and requests ofsponsors. Responsible for the overall success of the COSMIC program.Interacts at the highest level with the directors at NSF, NOAA, NASA,Air Force and other agencies. Working with senior leadership within COSMIC andUCP, develops relationships and obtains funding for existing and newresearch areas and projects. Establishes and maintains positive relationshipswithin and outside COSMIC, including stakeholders in the domestic andinternational scientific and academic communities.Supervises Chief Scientist, CDAAC Manager, Lead Applications Scientist,Systems Development Lead, project scientists, software engineers,postdoctoral researchers, administrators and visitors. Establishesindividual goals, provides guidance and mentoring, conducts performanceevaluations. Provides recommendations on decisions related to hiring,reclassification, employee recognition and awards, disciplinary action,termination and performance evaluation.Oversees COSMIC program budget and personnel.
