Description of Job

The Correctional Support Trades Supervisor I (CSTS I) position is a General Maintenance Supervisor for the Colorado Department of Corrections (CDOC) , Colorado State Penitentiary located in Canon City, CO. Primary responsibilities include but are not limited to: ensuring the safety and security of the general public, staff and offenders; training and overseeing an offender work crew in general building trades, grounds maintenance, and janitorial operations and ensuring the safe, efficient and compliant completion of assigned tasks. This position promotes the CDOC Mission and Vision with integrity and commitment.

Safety and Security - position maintains safety and security of facility and work sites; through clear and accurate communication trains and guides offenders in the proper use of controlled items, tools, equipment and chemicals; enforces security procedures by conducting work site searches and monitoring workplace environment and offender behavior, paying close attention to changes, inappropriate activity or potential problems; initiates verbal reprimands when warranted and, if necessary, physically controls offenders with the proper application of restraints or "use of force" techniques; monitors, supervises and escorts offenders according to policy and limits offender access to restricted areas; position performs offender counts and transportation; responds to emergency situations such as fights, fires and escapes according to policy and writes and submits required reporting. Through conscientious observation, clear communications and adherence to agency Administrative Regulations, facility Implementation Adjustments and the Code of Penal Discipline, position promotes a safe and secure environment.

Operations - position ensures the safe, efficient, compliant and cost effective operations of building and grounds construction, janitorial operations, repair or maintenance.

Primary duties include the following:

  • Inspection, repair, maintenance and remodel of buildings and structures throughout the facility/complex, to include light building construction trades, such as plumbing, electrical & carpentry;

  • Inspection, repair and maintenance of the grounds throughout facility complex, to include irrigation installation/repairs, concrete work and snow removal;

  • Ensure efficient parts/supply inventory;

  • Plan and track projects, coordinating with other trades and shops to ensure efficient use of resources;

  • Ensure proper use, care, tracking and storage of tools and equipment;

The General Maintenance Supervisor coordinates with other projects, supervisors and managers in order to facilitate the most economical use of resources and assists other physical plant staff with duties as assigned. With prior purchase/approval and in accordance with fiscal rules and policies, position maintains adequate inventory of supplies and materials for daily and emergent needs; monitors inventory levels and implements procedures for efficient use and elimination of theft, waste and loss.

Supervision - provides supervision of assigned offender work crew; promotes a high level of performance by setting the work standard according to agency mission and vision. Trains and instructs staff and offenders in the appropriate use of all relevant tools, equipment and procedures to ensure efficient, safe and effective completion of assigned tasks; stresses safe construction practices and the proper use of Personal Protective Equipment (PPE) for self, staff and offenders; exemplifies a professional workforce that embodies honesty, integrity and ethical behavior.

Participates in offender hiring process in order to ensure appropriate placement on crews and training needs; tracks and calculates offender hours and pay, creates schedule and assigns tasks and resolves informal grievances; inspects work and performs offender evaluations; reduces offender idleness and creates real life work opportunities to prepare offenders for community reentry.

Position may be required to supervise additional offender crews in the absence of other supervisors.

This position is subject to the following:

Facility call back, working additional hours or shifts to maintain security and operations, working outside during inclement weather, working in close proximity to industrial equipment and in high, tight and confined spaces.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Four (4) years of employment experience in building/equipment maintenance or a combination of building and grounds maintenance.

Building/Equipment Maintenance - includes planning, estimating and performing a variety of "hands on" trades such as carpentry, plumbing, HVAC, welding, machinery/equipment repair and/or electrical on residential, commercial or agricultural structures.

Grounds Maintenance - includes planning, installation and/or maintenance of automated irrigation systems, comprehensive lawn care and a variety of other exterior work such as concrete work, asphalt patching, fence building and/or snow removal.


Applicant may meet the four (4) year requirement with a combination of work experience as follows:

A minimum of two (2) years of employment experience as described above may be combined with correctional experience. (If you are using correctional experience, be sure to include details in the 'Work Experience' section of the application)

Correctional Experience - must be security related duties where primary responsibilities included detaining, controlling movement and escorting offenders in a prison facility; conducting counts and searches while monitoring offender assignments and movement throughout the day.


College or Trades course work in Building and or Grounds Maintenance may substitute for the experience on a year-for-year basis. A copy of your unofficial college/trades transcript with your name, institution name, degree and date conferred must be attached to your application to verify your education.

  • Willingness and ability to effectively communicate while working with offenders individually and in groups, providing verbal and/or written instructions, monitoring project progress and compliance, in a highly regulated environment with firm deadlines and mandatory reporting and record-keeping regulations;

  • Strong interpersonal skills with the ability to effectively cooperate with other staff and offenders and inspire teamwork;

  • Willingness and ability to train, coach and mentor offender workers in order to prepare them for community reentry;

  • Ability to effectively respond to emergency situations (such as fights, fires, medical emergencies and escapes);

  • Ability to climb ladders and stairs, work in high, tight and confined spaces; outside during inclement weather and in close proximity to industrial equipment;

  • Successfully complete the Department of Corrections Basic Training upon hire;

  • Possess the physical ability to successfully complete Defensive Tactics;

  • Lift arms above head and kick as high as own waist;

  • Stabilize another person to accomplish a controlled take down;

  • Use arms, palms of hands, shins, and feet to deliver blows;

  • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

  • Swing a baton in a striking technique;

  • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

  • Get down on one or both knees and up again with multiple repetitions;

  • Positions that have direct contact with offenders may be exposed to Oleoresin Capsicum

  • Must be able to see and hear in order to observe, address and respond to potential breeches in safety and security

  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
