The incumbent will work under thegeneral supervision of the Douglas County Department of Community Developmentand will coordinate and provide oversight for Douglas County Transit Solutions(DCTS), Local Coordinating Council (LCC) made up of localmunicipalities, transit service providers, and community-based organizations.ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples areillustrative only and are not intended to be all inclusive.)This position serves as the Mobility Program Coordinator for Douglas County.This position will oversee transit program development within the County inpartnership with surrounding jurisdictions. This position is responsible foroverseeing transit related community outreach and engagement, planning andprogram design, program evaluation and assessment and the application andadministration and management of transit related grants.Duties include, but are not limited to:Develop and promote partnerships with local agencies and transit serviceproviders so as to coordinate, enhance, and expand local and region-widetransit options through the DCTS LCC.Strengthen the network of human services transportation providers in DouglasCounty while maintaining and supporting the identity of each provider in orderto increase mobility in the region.Advocate for Douglas County transit options for residents at both the regionaland statewide level to ensure adequate provision of transit services andencourage the creation of new partnerships.Provides transit related information, training and technical assistance toresidents, agencies, transit service providers, the DCTS LCC, boardsand commissions, and County departments.Coordinates with other County departments, various task forces,committees, or other functions related to transit services.Ongoing development of the County's Coordinated Transportation Plan and theDCTS LCC Implementation Plan.Systematically collect information regarding transit needs in the county,with an emphasis on the needs of those who are aging, those withdisabilities, and other transit dependent populations.Develop strategies and make recommendation for meeting identified localtransit needs.Pursue additional funding opportunities and leverage existing funding withnon-FTA programs.Advocate for transit services and prepare positions on policy issues in orderto support the development of Douglas County transit services.Develop performance measures to track and evaluate program success throughboth qualitative and quantitative data.Gather and analyze data to evaluate the transit service options and identifythe most efficient and cost-effective options.Monitors, interprets, and enforces County and agency compliance withFederal, State, and local regulations relating to the use of transit grantfundDirect a collaborative application process including the creation,collection and evaluation of transit related project applications.Provide administration of grant funds, including but is not limited to,the management and monitoring of all program sub-grantees, review grantperformance to ensure goals and milestones are met, and financial oversight.Provide budget and accounting functions necessary for fiscal accountability.Preparation of program reports as required by grantor agencies.Ensure compliance with the Scope of Work as established in transit grantagreements with Douglas County.OTHER DUTIES:Presents, writes, edits, documents, and maintains procedures.Performs other duties as assigned.CONSEQUENCE OF ERROR: This is professional level work with private andgovernmental agencies.
