Essential Job Functions

The Pikes Peak Workforce Center (PPWFC) is a dual county consortium serving both El Paso and Teller Counties. The Military Relations Specialist is responsible for receiving referrals and assisting program participants; identifying and developing employment opportunities and relationships with surrounding organizations, and identifying, developing and implementing training opportunities to meet customer needs. Position is subject to grant funding.

  • Receives referrals for transitioning military, veterans, spouses, qualifying dependents, and other special population participants for Workforce Innovation and Opportunity Act (WIOA) ), discretionary grants or other programs; works closely with internal and external resources to identify appropriate individuals and determine subsequent enrollment eligibility and suitability; directs participants to PPWFC programs and staff as appropriate.

  • Researches, develops, and implements employment development initiatives and related activities to ensure successful, high-performing, outcome driven programs. Reinforces the organization's position as a premier workforce training and development operation.

  • Develops strategic alliances and partnerships with state-wide Federal agencies, Chambers of Commerce, business leaders, educational institutions, military installations, and other stakeholders in efforts to create employment-generating investment for the military community from public and private sectors.

  • Acquires and maintains a highly technical working knowledge of relevant laws, regulations, practices, theories, policies, standards, and protocols for applicable programs; acquires and maintains knowledge of new and emerging industries, occupations, skill sets, labor markets, and educational and training requirements.

  • Maintains knowledge of current business recruitment needs and communicates desirable skill set and business needs to customers. Coordinates job matching for transitioning military, veterans, spouses, qualifying dependents, and other special population customers and employers; provides information and evaluates job readiness and job skill suitability using appropriate assessment tools.

  • Counsels transitioning military, veterans, spouses, qualifying dependents, and other special population customers regarding Federal jobs, vocational choices, and resolution of employment barriers. Establishes and maintains effective working relationships with customers and informs, guides, and directs to appropriate local resources. Advises customers on writing effective resumes, completing Federal forms, job development, training, on-line Security Clearance, and post-employment services. Identifies required resources and develops effective work plans for job seekers.

  • Facilitates, delivers, and/or develops training for both individuals and groups regarding Federal policies, job readiness, interview preparation, and other topics as appropriate.

  • Promotes programs to employers including, but not limited to, work experience and On-the-Job Training (OJT); promotes the benefits of hiring military job seekers and the employment support services provided by PPWFC programs to employers.

  • Develops and provides presentations for community organizations, industry associations, military leaders, and businesses regarding the services and programs provided by the PPWFC for the military community.

  • Maintains knowledge of how social, organizational, and technological systems work and operates effectively within them.

  • Participates in special projects, such as community initiatives and committee involvement.

  • Collaborates and works with military installations and staff to support Transition Assistance Programs and other support groups.

  • Performs other duties as required.


  • Bachelor's degree in Social Service, Business Administration, Marketing, Communications, or related field required.

  • Minimum two (2) years previous experience working with military personnel or veteran status required.

  • Minimum two (2) years experience in case management, job development, or employment recruitment.

  • Experience in the Federal employment market preferred.

  • A flexible team player with the ability to work successfully in a changing environment.

  • High level of interpersonal skills and integrity to handle sensitive and confidential situations and information.

  • Ability to communicate effectively, both orally and in writing with government officials, colleagues, applicants, and the public.

  • Ability to build strong working relationships, internal and external to the organization.

  • Ability to apply common sense understanding to carry out instructions furnished in written or oral form.

  • Ability to deal with problems involving several concrete variables in standardized situations.

  • Proficient in Microsoft Office software, such as Word, Excel, PowerPoint, Outlook, etc.

  • Must be receptive to adoption and application of new and innovative technologies and technological platforms.

  • Ability to perform all duties and responsibilities in a timely and effective manner in accordance with Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser, Workforce Development Board (WDB), El Paso County and PPWFC policies, programs and guidelines to achieve the overall objectives of the position.

  • Maintain regular and punctual attendance.

  • An equivalent combination of related education and experience may be substituted for the education and experience requirements above.

  • Must pass conditional post offer background investigation, drug screen and motor vehicle record check.


Must possess and maintain a valid Colorado Driver's License.

Work Conditions

Work primarily performed in an office environment; some travel required. Will be required to work evenings and weekends as business needs dictate. This is a part-time position which allows for work up to 25 hours per week.
