City of Commerce City Senior Economic Development Specialist - BRE in Commerce City, Colorado

General Purpose

The Senior Economic Development Specialist assists in developing and implementing business attraction and small business development programs that helps provide a sustainable community with a diversified industry base. Assists the Economic Development Director in implementing the Commerce City Economic Development work plan and maintains strong working relationships with existing businesses; prospective businesses; real estate professionals; other government agencies; and local, regional, and state economic development organizations. Will fill in for the Director at meetings and other business functions as assigned.

*The hiring range for this position is $61,418 - $76,773 annually. *

Essential Duties & Responsibilities

  • Build and maintains a successful business retention/expansion program that meets city objectives and the needs of business and industry currently located in the city
  • Serves as first point of contact for information, issue resolution and/or expansion-related requests from existing employers
  • Prepares prospect submittals, when appropriate, to respond to existing employers’ information and/or site search requirements.
  • Serves as project manager for existing employer development projects; works closely with CD and PW on development projects to help ensure an efficient development review process
  • Contacts existing businesses and fosters strong working relationships with the City
  • Maintains confidentiality on inquiries and development projects
  • Deploy resources in an effective manner, including developing and tracking project budgets, timeliness and schedules
  • Conducts research, tracks business trends, development patterns and prospect activity, compiles statistical information, analyzes findings, and makes recommendations
  • Acts as liaison between existing businesses and the City to address concerns and resolve issues
  • Collects, organizes and analyzes information about local businesses and available property
  • Plans and participates in meetings, trade shows, business recognition events, and other activities to promote business retention and expansion
  • Attends Development Review Team meetings and pre-applications meetings to represent the division perspective on new projects
  • Supports team with retail attraction efforts and may help provide training of other Economic Development staff
  • Networks and maintains cooperative working relationships with state, regional, and national economic development entities and other appropriate community partners
  • Represents the division and City at business functions and grand openings
  • Delivers speeches/presentations, as assigned
  • Assists in maintaining the economic development webpage with useful, attractive and easily accessible information and relevant links
  • Prepares Division social media postings

Minimum Qualifications

Bachelor’s degree in Business, Finance, Real Estate, Public Administration, Marketing, or related field; and a minimum of four years of experience in economic development, public administration, or commercial real estate are required with three+ years’ government experience preferred. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered. CEcD certification is a desirable.

  • Knowledge and thorough understanding of the development philosophies of the City and the goals of economic development.
  • Strong knowledge of the City business environment and existing businesses
  • Advanced knowledge of urban planning including comprehensive and capital improvement plans
  • Knowledge of zoning requirements and processes; engineering, transportation and parks requirements; impact fees; local, state, and federal laws and regulations; land uses; and public and private finance
  • Works independently with limited supervision
  • Excellent written and oral communication skills with strong skills in public speaking
  • Ability to demonstrate strong leadership skills and serve as a role model for others in the department
  • Ability to resolve conflicts among disparate groups
  • Ability to handle multiple projects at a time and rapidly change priorities
  • Strong computer skills

  • Skill in conducting surveys and obtaining critical business data

Equipment Used, Work Environment and Physical Activities

  • Driving: Drives a city or personal vehicle in the normal course of business
  • Office Equipment: Daily use of computer, keyboard, tablet, copier, scanner, printer, calculator, phone (desk and cell). Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel and economic development-related software programs.
  • Other Equipment: None
  • Physical Activities: Sits for long periods of time; light physical activity that may include walking, standing, stooping, bending, reaching, lifting and carrying
  • Lifting: Occasionally lifts, carries, and exerts up to 25 pounds
  • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires
  • Exposure to Environmental Conditions: Position generally works in an office setting with overhead lighting and long periods of screen time
  • Schedule: Position generally scheduled Monday - Friday; occasionally weekend work. May require attendance at off-site and evening meetings, council sessions or after-hour events
  • Additional Working Conditions: May be required to visit external, non-city work sites with the City having limited control over the work environment

Salary: $61,422.40 - $92,123.20 Annually
