Summary

Responsibilities

Provide guidance and expertise regarding geospatial and ecological modeling and analysis that supports a range of natural resources planning and science activities.

Lead and participate in interdisciplinary team(s) tasked with strengthening geospatial data, applications, and technology architectures needed to support BLM business processes.

Develop, review, recommend, and implement changes to geospatial program policies, standards, methods, controls, and procedures.

Initiate, formulate, plan, and execute major landscape level geospatial assessments and specialized projects that analyze and model natural and human-induced processes at a variety of temporal and spatial scales.

Develop new methods to analyze, adapt, and apply research to solve ecological and resource problems in a geospatial context.

Provide research results, knowledge, and new technologies to resource staff and field users through technical publications, presentations, training sessions, web, and social media.

Support the integration of remote sensing into natural resource management and monitoring programs.

Represent the interests of the BLM in various state, regional, and national forums on technical and scientific issues.

Ensure that geospatial program activities are consistent with national policies and priorities, as well as any applicable laws or regulations.

Qualifications

Specialized Experience Requirement: In addition to meeting one of the education requirements, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Coordinating data collection and reporting at the State or regional level, training others on ecologic and geostatistical assessment, performing advanced analyses on natural resources datasets, assessing proposed sampling designs for statistical soundness, recommending statistically sound approaches to natural resource management challenges at the local or regional scale, performing complicated statistical analyses under the supervision of more senior specialists, and contributing to study reports from the statistical perspective.

Substitution of Education: There is no substitution of education for experience at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

Education Requirement: This is an interdisciplinary position with a positive education requirement which requires you to have a degree in one of the following professional series:

Geographer, GS-0150: Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.-OR- Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. Natural Resources Specialist, GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.-OR- Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Ecology, GS-0408: Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
