Office of Surface Mining Reclamation and Enforcement Grants Management Specialist in Denver, Colorado

Summary

The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.

Qualifications

To qualify for this position you must meet the specialized experience for the grade to which you are applying as well as the certification requirement. Certification

All applicants must have a FAITAS Financial Assistance Certification or equivalent warrant level in order to qualify. Applicants must provide documentation to verify certification with their application. Specialized Experience GS-12

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Utilizing rules and regulations (such as Federal Grant and Cooperative Agreement Act; 2 CFR 200-230) applicable to grants and/or cooperative agreements, as well as proving guidance and/or training to others in application of those regulations; 2) Performing pre-award, selection, and post award functions in support of financial assistance programs; and 3) Utilizing a financial and business management system, such as Grant Solutions, to make grant and/or cooperative agreement awards. Must meet all three. GS-13

Specialized experience is defined as demonstrated experience: 1)Serving as a mentor to junior staff or as an expert advisor in the interpretation and application of rules and regulations related to grants and/or cooperative agreements (such as Federal Grant and Cooperative Agreement Act; 2 CFR 200-230); 2) Drafting guidance or procedures for a variety of financial assistance actions; 3) Assisting with technical oversight of pre-award, selection, and post award functions in support of financial assistance programs; 4) Utilizing a financial and business management system, such as Grant Solutions, to make grant and/or cooperative agreement awards. Must meet all four.
