Description Position Description:Provide onsite, group and virtual TTA to grantees in the following areas:Provide guidance and direction relevant to areas of non-compliance identifiedthrough the federal monitoring process. This may require onsite work forperiods of time ranging from a day or two to several weeks.Develop and oversee implementation of a Quality Improvement Plan (QIP)that addresses the identified monitoring deficiencies of grantees.Provide TTA for improvement of program management in areas of concernsidentified through the Regional Office oversight processes.Establish and maintain effective communication protocols with the appropriateRegional Office staff on the delivery of TTA, and on grantee progressregarding corrective actions or quality improvement, and concerns.Coordinate TTA with Early Childhood, Health and System Specialists to ensureeffective integration of management systems TTA that supports improvements toeducation, family services, and health services, as directed by theRegional Office.Develop and deliver effective presentations and training in areas related tograntee program management and fiscal operations.Fully support established emerging OHS priorities andinitiatives.Qualifications for Specialist:A minimum of a BA or BS Degree with a preference for a Master's degree-in afield related to accounting and/or program design and management from anaccredited university or college is required.(Please note if the highest degree was awarded more than a decade ago, theresume should describe courses, seminars, and/or conferences whichconfirm remaining current with the evolving knowledge base in the field ofprogram design and management.).Knowledge of Head Start performance standards and all applicable federal,state and local laws, rules and regulations.5 years minimum of providing TTA to management staff, policy groups andprogram staff.3-5 years minimum experience working in a Head Start/Early Head Startprogram, such as a Program Manager, Assistant Director, or FiscalManager is a PLUS.Experience analyzing and redesigning management systems aimed at improving theperformance and accountability of program services.Ability to analyze and strategize ways to formulate and monitor correctiveactions for systems and services that are not in compliance with federalstandards and regulations.Significant experience in the use of data collection systems that trackmeasurable outcomes for improving program operations for services to youngchildren and families, and the application of the data for programimprovement services.Additional Qualifications for Manager:7+ years of experience working within a Head Start Program.7+ years of direct experience delivering TTA to Head Start Programs3-5 years of progressive supervisory/management experienceWe are committed to creating a diverse environment and proud to be an equalopportunity/affirmative action employer.
