Hires, trains and conducts performance evaluations, and directs theworkflow for the departmental staff. Provides for the education, developmentand mentoring of staff. This position is also accountable for participating inthe development and implementation of departmental goals and objectives.Ensures all goals and objectives are met timely and effectively.2. Prepares and/or participates in the development of the department budgetin conjunction with established goals and objectives. Ensures budgetary goalsare met on an annual basis.3. Accountable for the laboratory or laboratories maintaining accreditationwith College of American Pathologists (CAP), Centers for Medicare andMedicaid Services (CMS), American Association of Blood Banks(AABB), Food and Drug Administration (FDA), licensing for ClinicalLaboratory Improvement Amendments (CLIA) for patient care and nursing.Also ensures laboratory is compliant with Occupational Safety and HealthAdministration (OSHA) regulations.May include monitoring activities impacted by Banner Health initiatives forpatient care.4. Performs process management by leading and participating in task forces andcouncils. This includes participating in the development and implementation ofprocesses, procedures, matrix and programs to increase operationalefficiency, compliance and effectiveness, as well as ensure the deliveryof quality patient and customer care by using Six Sigma and Lean.5. Serves as a resource and communication liaison by facilitating timely andaccurate dissemination of information to Banner Health and LSA/SQL.SUPERVISORY RESPONSIBILITIESDIRECTLY REPORTINGTypically provides direct supervision to 0-2 exempt technical staff and 25 to55 non-exempt technical staff.MATRIX OR INDIRECT REPORTINGNoneTYPE OF SUPERVISORY RESPONSIBILITIESHires, trains, conducts performance evaluations, and manages theworkflow for staff. This includes initiating promotions, transfers, andperformance management actions.SCOPE AND COMPLEXITYAdministrative responsibility of providing quality, timely, reliable andconsistent services. Internal and external customers include laboratorystaff, hospital staff, physician's offices, patients,pathologists, medical directors, vendors, regulatory agencies andeducational facilities. Confers with director to determine how to bestaccomplish functions within established procedures and guidelines includingFTE's and expense budgets. Confers with director for unusual situations.PHYSICAL DEMANDS/ENVIRONMENT FACTORSRequires extensive sitting with periodic standing and walking. May be requiredto lift up to 25 pounds. Must use standard precautions due to threat ofexposure to blood and body fluids. Needs adequate color vision. Requiressignificant use of computer, phone and general office equipment. Needsadequate visual acuity, ability to grasp and handle objects. Ability tocommunicate effectively. May require off-site travel.MINIMUM QUALIFICATIONS* Bachelor's Degree in a chemical, physical, biological or clinicallaboratory science or medical technology.* Four (4) years' training and experience in high-complexity testing inthe respective specialty.* Two (2) years' supervisory experience.PREFERRED QUALIFICATIONS* Bachelor's Degree in Medical Laboratory Science.* MLS or Specialty Certification.* Workplace experience in a hospital or commercial laboratory or healthcare.DATE APPROVED 11/05/2019
