Reviews proposed legislation and currently laws, regulations, directives, policies, procedures and other initiatives that may impact the acquisition program. Develops and updates policies, procedures and guidance for acquisition programs at the regional for approval. Prepares/revises acquisition –related manuals, handbooks and other materials for approval.
Serves as an acquisition subject matter expert. Interprets policies and procedures and provides guidance and technical advice on procurement/acquisitions to the acquisition community (contracting personnel, customers, management).
Performs a review and analysis of all proposed acquisition transactions (including deviations) submitted for review or higher level approvals as required. Updates and maintains the Regional Internal Control Plan.
Manages major acquisition programs for the Region. Examples of programs are Small Business, Federal Acquisition Certification Programs (FAC-C, FAC-COR, FAC-P/PM), CPARS, FPDS, Purchase Business Line, etc.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must first meet the Basic Educational Qualification Requirements listed below:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
ADDITIONAL REQUIREMENT: In addition to meeting the Basic Educational Qualification Requirements, applicants must have additional specialized experience as defined below:
All applicants must possess one year of specialized experience. To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as defined below:
GS-13: One year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal Government. Examples of specialized experience include experience working with Federal Acquisition Regulation, particularly in the area of Simplified Acquisitions, and experience using reporting systems and with Federal Acquisition Certification requirements. Experience researching, analyzing and developing recommended courses of action to resolve problems/issues related acquisitions. Experience providing verbal pretensions to train customers and specialist and experience with written communication, specifically to develop or produce regional policy, written reports, recommendations papers and correspondence.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
