Public Buildings Service Supervisory Project Manager in Lakewood, Colorado


As a Supervisory Project Manager, you willhave technical and administrative responsibilities to support the Design and Construction Division. You will provide oversight for the full range of technical and professional functions required to carry out the overall regional design and construction program, and provide expert advice on these matters toother Federal agencies.This position is located in the Rocky Mountain Region,Public Buildings Servicein Lakewood, CO.


Oversees and coordinates the Small Project Delivery program. Other duties include assisting the Branch Chief in planning and developing program objectives and procedures, advising Branch Chief of situations which might affect overall regional planning, and providing administrative and technical direction for regional programs and activities.Performs supervisory duties to include, but not limited to: providing administrative and technical supervision over the staff, planning work to be accomplished, setting priorities, establishing work schedules, setting deadlines, making decisions on work problems presented by staff members, establishing critical elements and performance standards, recommending personnel actions such as promotions, reviewing proposals for disciplinary actions, and providing input to higher levels regarding projected workload, manpower, and budgetary requirements.Serves as the primary point of contact and is responsible for overall project management of multiple design and construction projects assigned. Assignments include, but are not limited to: planning, budgeting, construction of new buildings and complexes, renovation of existing buildings, business management of building projects from the preliminary planning stage through design, scoping, estimating, preparing specifications, organizing, coordinating, and approving design.Develops scopes of work, schedules, and cost estimates for a full range of professional servies to include construction firms, vendors, and architecture and engineering (A/E) firms. Also assists with negotiating contracts with (A/E) firms, construction firms, and vendors to manage the overall planning and design phase of projects.Monitors contractor performance for compliance with contract requirements. Other duties include reviewing design submittals, conducting labor interviews, conducting progress and final inspections, advising supervisor when additional funding is needed, investigating the need for change, preparing schedules for complete projects, and reporting on project status.Negotiates contract specifications and design changes with organizational elements of the agency and construction contractors. Also participates in the review of bids, contractor's negotiations and technical and business discussion with contractors, and monitors and asesses the effectiveness of contractors in meeting contractual requirements.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.Time-in-Grade Restriction: At the GS-13 level, you must have completed a minimum of 52 weeks in a position at the GS-12 level (or equivalent).Specialized Experience: To qualify, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that demonstrates the ability to perform project management on large and highly complex commercial construction and/or large and complex commercial building repair and alteration projects; knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others as a senior member of a project team; skill in negotiation techniques to conduct contract negotiations with high level business, industry and/or Government officials; and knowledge of contract administration and closeout.


There is no education substitution at the GS-13 grade level.
