Program Supplier Manager will lead a team of direct reports, indirectreports and any matrixed personnel. The PSM is responsible for total supplierperformance, total materials budget, and all subcontracts, agreementsand orders on given major programs or portions of programs as wellestablishing comprehensive material business plans, forecasts andstrategies. The PSM will have a team of direct reports to lead and manage infacilitation of the positions responsibilities. The PSM and his/her teamwill ensure timely and accurate completion of all cost, schedule,technical, legal and contractual efforts defined in the agreements betweeneach supplier and SNC and/or its subsidiaries.At SNC's Space Systems Group (SSG) we are not only the creator of theDream Chaser spacecraft, but also the designer and manufacturer of rocketengines and components, systems that sustain life in deep space, as wellas systems and satellites that improve life here on Earth. The work of ourSpace Systems team not only supports the U.S. government (includingNASA), but also commercial customers and international organizations.PRIMARY RESPONSIBILITIES:Ensures delivery of supplier content that meet technical, quality, cost,and schedule requirementsMaintains budget authority for supplier content with accountability to theprogram manager; executes supplier contractual actions through warrantedsupply chain professionals in ProcurementCoordinates the activities of Program Management, Procurement, SupplierQuality Management, and other functions to establish and execute thesupplier management plan. Identifies, mitigates and proactively identifiesand resolves risks/issues to ensure all work products meet cost, scheduleand technical requirements; forecasts demand and creates sourcing prioritiesfor ProcurementSupports SNC proposal team to ensure supplier inputs and supplier proposalsline up with objectives of SNC proposals to the customers, also is an activemember of CCB/MRB/FRB for supplier-related contentTimely and thorough development, release, and maintenance of Statement ofWork (SOW), Procurement Specification, SDRL drawings, interfacecontrol documents, software requirement documents, testplans/procedures, quality requirements, terms and conditions, paymentterms, milestone payment plans, data and hardware deliverablerequirements, and project/deliverable schedulesReviews and approves all technical evaluations prior to submitting to supplierand leads the team in managing, storing and evaluating all data deliverablesfor compliance/completenessDevelops, maintains and reports supplier portion of product cost model thatincludes Non-Recurring Engineering, Prototypes, Qualification,Certification, Production and Sustainment costsLead supplier proposal development, release and evaluation including cost,technical and schedule. Assist fact-finding and negotiations. Ensuresalignment of supplier payments with the program cash flowDefines, establishes and maintains reporting requirements for relevantperformance metrics. Presents status to various audiences including programmanagement, subcontracts/procurement executive management and/orCorporate Vice PresidentsEnsures compliance with applicablepolicies/procedures/processes/instructions as well as any SNC specificpolicies/procedures/instructions required for employment and companyperformancJOB REQUIREMENTS:Bachelor's Degree from an accredited University or College7+ years' experience in efforts similar to those outlined above includingprogram management, engineering management, operations management,technical management, project management, subcontracts and/or contractsmanagement, supply chain management and business managementKnowledge of program management and subcontract management techniquesincluding procurement regulatory requirements; thorough knowledge of costand schedule analysis; ability to engage with supplier executivesApproximately 25% travel on average, with extensive travel from time to timeJOB PREFERENCES:MBA or technical
