Days and hours will vary, Monday-Friday, 8:00am-5:00pm, salarynegotiable depending on experience, paid monthly.As a member of the Finance team, incumbents in this position perform avariety of financial duties relating tothe budget, comprehensive annual financial report (audit), monthlyfinancial reporting, the financial section ofthe website, grant monitoring, graphic exhibits for reports, andaccounting analysis.Requirements:*Possess an Associate's Degree in Accounting from an accredited college.*2 years of accounting experience.*Or any equivalent combination of education and experience.*Must hold a current state issued driver's license that meets standards.*Must be proficient in Microsoft Office applications including Excel andWord, and experience with database management.*Previous experience with accounting software programs a plus.The incumbent in the Budget Analyst role is assigned specific assignments,job duties, scope, authority,responsibility, roles and requirements as determined by the town,department, division, and pursuant to laws,regulation and practices. Incumbents in this position must be able tosuccessfully perform, be responsible for,and/or assist in the fulfillment of many job functions and duties, with orwithout reasonable accommodation.The following duties and responsibilities are illustrative of the primaryfunctions of this position and are notintended to be all inclusive:Act as main source of procedural information duringdevelopment, presentation, and execution of annualbudget. Conduct meetings with Department Heads, Director of Finance, TownManager, and attend BoardMeetings and Public Hearings as required. Develop and distribute budgetpreparation workbooks andguidelines. Provide individual and classroom training. Provide advice andtechnical assistance with costanalysis, fiscal allocations and budget preparation. Examine forcompleteness, accuracy, andconformance with procedures and regulations. Summarize budgets drafts,supporting documents, andprovide resolutions and budget in final form for budget Town Board meetingadoption and public hearingsand any supplemental budget documentation, preparation, meetings and hearings.and develop revenue projections estimating futurefinancial needs and expected availableresources. In conjunction with the Department Heads and projectmanagers, update the Town-wide CapitalImprovement Plan within revenue constraints. Monitor and report status ofcapital projects throughoutbudget year at regular monthly meetings with appropriate Department Heads andTown Manager.Incorporate Capital Improvement Plan into the annual Budget. Prepare final annual budget for submittal to the State ofColorado and Government Finance OfficersAssociation (GFOA) for Distinguished Budget Award Program. Prepare BudgetBrief and post to budgetand brief to website.Finance -Position Description -Budget Analyst- December 2018 Page | 2Conduct quality review program from previous year budgetprocess. Obtain input from all stakeholdersinvolved in the process. Review forms, budget calendar, meetingschedules, books manuals and make anychanges deemed necessary. Seek new ways to improve efficiency and analyzetrends affecting newbudget needs.Prepare Monthly Financial Report for the Town Board, ParksRecreation and Culture Board (PReCAB) andthe Downtown Development Authority, including pictures, graphics, andMonthly Capital Projects StatusReport and post to website. Prepare miscellaneous ad hoc reports.Annual Financial Report (CAFR) to meet GFOA criteria for submittal forExcellence in Financial ReportingAward. Prepare cover, graphics, and charts, format and assemble finalCAFR. Work with Auditors toprepare final version.Submit CAFR to GFOA, and distribute to State Auditor'sOffice and other required loan agencies. Post towebsite.Monthly reconcile fixed asset in Project Management softwarefor asset management. End-of yearreconcile all fixed assets with General Ledger, post to Springbrook, anddepreciate for inclusion in CAFR.P
